28/07/14 was the date and I explained too the officer that I had just picked up a mate and started too drive of before I put my belt on, he didn't believe me.
01/09/14 I revived a penalty fine for £100 from the police
I was under the impression they had 28 days too produce the fine other wise it's not longer valid.
Am I correct in thinking this ? Or am I just making stuff up so I don't have to pay the fine lol
Any help be very much appreciated

You were driving illegally. Pay the fucking fine and don't do it again.

Tbh i've moved my car from driveway to the kerb (after turning in the road) without a belt on, plenty of times. Technically that's illegal.
Highly doubt i'd die doing 2mph though.

No, but you might if someone plows into you whilst you move your car.
The 28 day thing is bollocks. You should've received a fixed penalty so I'd be extremely thankful!

I've driven 40 in a 30, which is illegal...but i wasn't caught. If i'd have been caught, i'd have been fined...just like you would have been if a police officer in the right/wrong mood happened to see you moving your car without your belt on (assuming that it was on the public road)
Makes me laugh when people clearly admit that they're in the wrong...and then try and worm out of paying the consequences

Highly unlikely someone would come ploughing down the cul-de-sac tbh. I live at the bottom and theres no where to go

I think you're allowed to reverse your car without a belt on. but if you have admitted to driving without it on, regardless of distance, you've committed the crime and admitted to it!
I would rather lose by a mile because i built my own car, than win by an inch because someone else built it for me.
