Finally convinced the mrs that it's time to upgrade from the TVs standard speakers
Only looking for a budget system but unsure which route to go down
Everything we watch is either via Sky, Apple TV or direct from NAS through the TV so believe I need something with an optical input?
3 options I have found so far are
Blu-ray set up (although have no need for a blu-ray player)
Sound bar
AV receiver
Opinions?

Think I got a £250 5.1 surround sound Samsung set up had it 2 years still going strong

Pretty important to decide if you want to play music through it as well or if it's only for watching TV.

Only one HDMI and one optical input might be too little. Not very future proof.

This is my Samsung blu ray player connected to my stereo with Samsung surround sound.

Can get AV receivers cheap enough of you don't want mega features and power. Most of not all will have optical and coaxial inputs. Advantage with these is they can run lots of things. Speakers are separate though and obviously bump the cost up

Won't be used for music other than occasionally MTV etc
Speaker budget wouldn't be huge, around the £100 mark with a view to upgrade in the future

Well there's your key reason to go for an AVR and speakers. It's the only option that allows you to upgrade.
Get the Pioneer AVR you linked and go for a pair of these.
This is a fairly decent stereo setup (far, far better than the sound from your TV) and a great base for a surround setup.

Final question
Assuming I go for the budget av receiver and speaker set up, when it comes time to upgrade I assume it's going to be better upgrading the speakers before the receiver?

Depends on your reason for replacing. Those speakers will probably last you longer than the AVR.
First thing I'd do would be add a sub for that extra depth.
Then rears and a centre for a full 5.1 setup.
Could choose to go for bigger front speakers and use the 2020's as rears.
