Hi
I have a 1200w Legacy Amp and 2 Alpine Type S 12" subs 600w each and there in a double Flat pack enclosure, sealed and the bass is w*nk and there not out of phase.
My mate has a SPL £22.50 Sub and a Crappy amp and it out does my system.

lol ur problem there is legacy mate, also i think Type R's would have been the ones to go for. Tried a ported box?
Also make sure they are correctly wired in parallel.

get it set up correctly- it cant be at the moment- is it earthed properly- check all connections- ccheck settings on amp

LOL-> Money's on the fact that youre running youre subs in series if its a mono amp... which will be 8ohms, very 'clean' but only about 200 wrms from that amp. Run them in parallel and you'll show the amp 2ohms which should give you about 800 wrms to listen to (four times as many watts lol)! It could be that the amp's fecked, my mate's had three and they were all of poor quality.

if the subs are new then they need to be broken in first, they will sound better with more usage.

Not that much better! You want to Bridge the two channels and drop it down to two ohms bridged by wiring them in parrallel mate.

TOMAS that legacy amp is only stable at 4 ohms when bridged according to this:
1200W 2 channel amplifier
2 x 600W or 1 x 1200W
Remote control bass boost
Fully adjustable electronic crossover network
2 ohm stereo stable bridgeable into 4 ohms
MOSFET PWM power supplies
Variable gain control
Remote turn on/off

just saw 2 maystar 50 quid subs running off a bbg amp and it got 141 db. yours must just need setting up properly.
