i would take the bumper off, place a piece of matting on the back where it is cracking, sand the cracks off, fill it back up to the correct level then spray it again.

its generally the coating they put over the fibreglass strands which cracks. only way to prevent this happeneing is too prepare the bumper or skirts properly in the first place. if it has happened then it needs to all be sanded back and started again on the infected area. my rear bumper has done this too, solved it now hopefully.

What you are describing sounds like cracks in the Gel-coat. This is a final layer over the fibre-glass that gives a smooth finish ready for painting. Painting ovrer the cracks wont solve this as they will just come through the paint.
The only way to really solve it is to use a dremmel to cut the cracks into larger grooves and fill the grooves with gel-coat.
Tricky if you dont know what you are doing, time-consuming too.
A good tip to solve all manner of problems in fibre-glass ie stonechips cracks etc is this...
Bear in mind this WILL NOT give a perfectr finish, but can be used to disguise a lot of problems.
Get some 2-part epoxy glue like Araldite, and some paint the right colour for your car. Mix up the glue as the instructions say, but as you mix it, spray some of the paint onto it and stir this into the mix. The araldite will take on the colour of this paint and you can use this as a filler or adhesive to fill stonechips or cracks, or to stick broken bits back on.

i have a hole in my bumper and the fibreglass has all cracked!
i made up my own brackets for the delta evo, with some threaded bar and brackets, i hit the bumper on a kurb other day! no the bar is poking through the bumper cos i wacked it!! DOH
im just going to take it off and fibreglass up the area where the hole is and file the bracket down, then fill the hole and then get it sprayed!
that glue and paint idea sounds good as i have a small stone chip on the other side!
