i`v heard of it , i dont exist in Norway (because a law i think) , but it`s common all over the world , i (my bro) used it to pay a nice russian who we bought som cd`s from but we had to go to sweden there its possible to wire money to acconts everywhere from a kiosk

Yes. It's just like basically 'wiring money' to another country. I think the post office and certain financial establishments offer this service.
