could i happily fit 17's on my corsa b and lower 25 mm without risk of any scrubbing on interior arches

no 13" is the most you can do
go for 17" falken tyres lowered 30-35mm and you will be ok if you debolt the arches

unfortuantley the corsa arches are really small and it is rare to see a corsa on 17's.
