Where is a good source of such devices, capable of scanning a wide range of frequencies?

BIG trouble if you get court with one, specialy if its a cop channel, and dont think we dont have scanners that scan your scanner
You'll go to court for data protection act

with the airband radio you can garantee that when you live in a small town you will know the person that there on about and 50% of the time it will be mates

You want one that covers UHF not just usual VHF which the cheaper scanners cover they do say police etc but most police round our way use UHF now. Best place is to look in a magaize called "airforces monthly" and theres a good adverty for them in there.

How can you get in trouble for owning a frequency scanner/receiver? That's like saying you'll get in trouble for owning a car stereo!
Also I doubt you will get in much (if any) trouble for listening to a police frequency. If the police decide to prosecute someone, it would probably only be under the Wireless Telegraphy Act (1949).

Listening is illegal under the Wireless Telegraphy Act, something which I can't quite remember about having intent to obtain information which you're not authorised to receive. You've also then the issue of disclosure of this information which may fall under Data Protection Act for a number of reasons; inconsistent purpose, data adequacy and perhaps some other stuff although this is a side-effect I think, the crime would be the intent to listen - this is far easier to prove!
