Taken from the XMB Forums website:

"A private thread is a locked thread accessible only to users granted access.
Standard CRUD operations are permitted and user access is administered via the thread control panel."

I don't think it's based on premium membership at all - it's an underlying part of the XMB software (the software the CS board is based on)
