When i'm using ProEngineer it sometimes distorts from this:

But if I resize the window or zoom in and out/rotate it I can usually get it to disappear

Possibly be your system spec which isn't up to the software requirements. I had a similar problem on some machines at university, when the display wouldnt refresh properly until you moved/resized/opened and closed the window.Turns out that was due to shitty graphics cards.
What's your Gfx card/RAM specs?

i doubt its the above.
I think its bug.
AutoCAD (2000 anyway) does exactly the same, which is why there is a regen button/command which is like a refresh, as you mention above.

i used to have that problem iirc its something to do with hardware acceleration..
also not sure if its changed but didnt the pro series use opengl? if so probably want to check for any patches etc..
been a while since ive used it so not too sure if its relavant now but just might be...
