all depends on your knowledge
if you know bugger all, very hard.
you need to be proficient in php, mysql, and html

well not really you could just go with PHPBB and a nice HTML front end or possibly some other templated thing

you can easily get phpbb to pretty much the same as this with little knowledge of php and mysql by just reading a few readmes and downloading a couple of hacks for it

pmsl im saying from experience of developing my own forum its not that easy
exactly john
the 100's if hours iv spent programming stuff on vagweb i shouldve just read some readmes 
fact is you can get a basic forum setup a piece of piss, to this standard though you need to know what your doing

Visually yes, functionality yes although you would need to find hacks that do exactly what you need, and they would need to be written well to scale well if you're doing as many concurrent users.

iv found most hacks pretty useless, i just ended up writing my own, as the hacks generally arent specific enough or never quite do what i fully want
