the ppl adjacent to my backgarden have made a soil retainer for plants, the back of this retainer is the fence.
it is now bowing into my garden a soil is starting to filter through!
i am going to ask if they want to go 50 50 on a new fence, if they say no do i have a case to report them? and to who???

Ring your local council about it, but to be honest i doubt you can do much about it...

If they say no, kick the fence and snap it. They'll soon pay up when there's nothing to hold the soil in and all their plants disappear in to your garden.
In reality they probably don't know, so don't go too angry at first.

I'd say its up to them to pay for it full stop - their actions have damaged your fence so you shouldn't have to pay for any of it
