if you buy a phone from 02, pay as you go,
is it locked to them

I don't think PAYG phones are locked. Well my mum is using an Orange SIM in my old O2 Sony Ericsson.
Not 100% about new stuff though.

I used to think all PAYG phones from O2 were unlocked, but then I discovered my old Sony Ericsson W810i was locked!
I managed to unlock it myself for free from software on the web and using the data cable that came with the phone though.
I recently bought a Samsung F400 on O2 PAYG but as I've not put any other SIM in it, I don't know whether that's locked too or not.

Back in the day all Orange SIMs seemed to work with O2 phones for some reason.

I used to have a phone that was on O2 contract and it was unlocked and I used it with Virgin for a year or two, now it's got a Vodafone sim in it.
