What Outlook version do you have and who is your provider?. Most have help guides on their home website.
e.g:
http://service.o2.co.uk/IQ/srvs/cgi-bin/webcgi.exe?New,KB=Companion,question=ref(user):str(Mobile),CASE=11009

Mate go to control panel on your hosting.
Click on e-mail accounts
Scroll down to current accounts (assuming you've set one up)
Scroll across to the last option; configure mail client.
Choose your version of outlook
Then outlook opens with your settings

Underneath the settings for which outlook to pick, there should be manual settings.
Have you inputted those, do they work?
