When I try and access my control pannel, I get this message

I have done windows update like it said.. but it still happens.. I have also rebooted my PC.. still happens thou
Any suggestions?

Have you got Firebird installed?
Googling the problem mentions Firebird to be a big problem.

if not, I would consider putting the vista disc in, booting from it and running the 'repair' option.
It will only check the current system files and replace them if it finds anything corrupt (and notify you).
You wont loose any data.

It's actually not that horrendous once you turn all the pretty stuff off tbh. I'm slowly getting used to it a year down the line! Makes me laugh how it never shuts down without installing an update though

You've not got any viruses have you?
Can you get into task manager?
I've seen malware do funny stuff like that.
