Well they dont have to be lowered no, theyre used to spacer them so the arb doesnt foul on the exhaust and to to make it abit stiffer!!

no if your running a f28 then you will need to space it 25mm at the front and 25 at the rear of the tie rod (where it bolts to bottom ball joint) as if you dont then it will hit the bottom of the box and smash it

You still need to use them even without the ARB, never fitted the ARB to mine (not for clearance issues, it just does absolutley nothing with so little suspension travel)
Unless your running with rediculously high ride height then the gearbox (only if you use the bigger F28) sits on the tie bar at the passenger side and every time you go over a bump the tie bar goes up, tipping the engine over and making your alternator pulley hit the chassis

Yeah will be ok to do that, I had no choice and had to drive it to santa pod like that. Was a bit irritating but didnt cause any major dammage

mine are spaced to sit on the underside of the bottom arm. the fronts are just like normal. no spacers.
