Author Problem making a CD Bootable

I've burnt the following files to a CD using Nero (at Max speed), yet when I start my PC with the correct boot sequence in the BIOS, the PC won't boot off the CD. This isn't the first time I've had this problem and I'm wondering if I'm missing a trick somewhere along the line. Here are the files on the CD:

Folders -
I386

Files -
Autorun (which reads [Autorun] /open=setup.exe/icon=setup.exe,0)
Setup
Win51
Win51IP
Win51IP.sp3
MR49R-DRJXX.....etc

The Autorun is working because when I'm in Windows and insert the CD, the familiar "Welcome to Windows xp..." screen appears.

Any help MUCH appreciated. Thanks

to be able to boot off the disk it needs to be a ISO image, make sure when you are using Nero you use Burn image from ISO.
