If it's been sent to you as a picture message then the likelyhood is you won't be able to increase the quality as they're reduced for sending purposes.
Transferring it to your PC should be simple with a datacable or bluetooth dongle.
You could also email from your phone to your personal email address, if it has the capability.

You can use:
1. Bluetooth if your laptop has it.
2. Transfer cable that should have come with the phone.
3. Email it to yourself.

You can just email it to yourself, just do a normal MMS message from your phone and instead of putting a phone number in, type an email address instead and it'll send it.

The only thing i can think of is to get a bluetooth dongle from argos and plug it into your pc and pair it up as a new device then send/recieve from pc-phone vice-versa.
