It's a bit of an ambiguous file extension. Try opeing it up in Notepad because it could just contain raw textual data.

i opened it and edited it in excell but i need to be able to save it in the same format. Would i be able to do that with notepad?

Should be able to go save as, then click all files in the filetype box at the bottom, then in the name box type the filename with the .data extension and should save. I'm not 100% as I don't use windows so much these days

Nope it wont let me save over it. Is there not any programmes to open and save it with. I had a look but i don't really know what to look for.

The problems not the program, it's going to be that you're editing a file that's already open somewhere else or you don't have read/write priviledges for that file.
If you read the error message, it will tell you what's wrong.

Says it's read only, but other people have manages to edit it.

Right click the file, then click properties. You will get a dialogue box up which will have check boxes saying Read Only, Hidden and Archive. Make sure Read Only is unchecked and press Apply, then OK. Then try editing the file.
Also, make sure you have the program that uses this file closed when you're making changes to the file.

Save it as a .xls and then rename the original to something like bkup_original.data then change the .xls to the original filename by right clicking and click rename.
