can anyone recommend me one to go in a faily slim line case, ie a standard fit kinda style one? heatsink and fan on top? also need a fairly silent case fan too. i think the top fan draws air in and the cpu exhausts it out the side?
its a dell 530s and cleary has crap fans from standard and makes quite a lot of noise due to the machine basically having vista on with loads of shit running it constantly takes up just short of a 1gb ram doing nothing so when multitasking even scrolling down the pages of cs ramps up the cpu usage and fan. done all i can get to memory/cpu usage down to minimum, stopped all services i dont need ie search indexer and all the other crap, its running the latest cpu bios so im all out of ideas now apart from upgrading the hardware
cpu is a lga775 socket
is something like this alright? or do they all do a decent job?

how about a corsair h50, ran through a fan controller... Mines nearly silent.
Theres a few posts on ocuk of people making custom passive coolers, for total silence... Not sure i would trust passive though.
Have you tried renewing the cpu thermal paste?

Replacing the thermal paste is a good idea, try some Arctic Silver.
I have a Zalman on my CPU with the controller turned down nearly to the bottom and it's pretty quiet. Can't hear it over the case fans at least
See if Sharkoon do CPU HSF's, they make great case fans with dimpled blades so they spin half the speed of a normal fan but move about the same amount of air.
Numberwang!
