I had this, apparently the motor is on the way out, or you need to replace your wipers as they're sticking or clean the windscreen, lmao.
But I had the same problem, eventually I got so annoyed of looking like a twat with one wiper half up the screen and one at the bottom, that I set them up so they both sat at about a degree angle on the bottom of my screen, doesn't effect my view and looks better than having one odd wiper. But, you should think about replacing the motor if it bothers you that much, my motor still wipes my windows years on.
