Mostly because no one bothers with them any more. If you want indexing in Google, get good content.

Use keywords and description, they don't do much any more though. You need to have relevant content on the pages and make sure you've got title and alt tags on links and images. You also need an XML sitemap. Use Google Webmaster Tools to help you.

They do look at them, but what they do with the data is another question. You should definitely include keywords and a description as a minimum. Sometimes the description text is used on the search engine results page.
You should only have about 18 keywords per page max. The description should be no more than about 2 or 3 sentences.

Are you talking about meta tags in general or the meta tag Google gives you to identify that the site is owned by you (i.e. in Webmaster Tools)?

Just copy and paste it into the head section of your pages.

This is your answer 100%.
Google Webmaster and Google Analytics are your two best friends.

Just stick it inbetween the head tags. There's a google validation there, so if it looks similar to that its all good.

if you cant work out to add the
<meta name="google-site-verification" content="eggAVX7TvuBZUcBSgX4n7WKW-2HGLkU" /> information after your <head> tags, then your fcuked
Choose the HTML option, it gives you a link to the html file to download, put this on your website and click verify in google webmaster tools.
