clarification required please

the lesser the number, the more inner the wheel position is?

i have an mk4 golf for which the correct offset is 38 (i think)

ive seen some wheels with an offset of 33 - so i might need some spacers? is this correct?

or have i got it the wrong way round?

Wrong way round,if the wheels are the same widths it will be 5mm further out

Lower number is further out.
