As above , wanting to build a new garage , not pre fabricated out of block and stone. What size can I build without planning or is planning always needed if foundations are going in? Cheers in as advance

Just build it out of pre fab, far easier

Planning will be required. Theyll want to see what its going to look like more than what kind of foundations you build.

Or you can apply for a certificate of lawfulness which is basically a document from the council which confirms you dont need planning permission. Usually works with small extensions, conservatories etc.
Still have to send them your application, fee and drawings though.

2.5m roof if it's near a boundary.
I've just done it and got permission for permitted development on a 6m (w) x 7m (l) x 2.5m (h)
Can't take over more than 50% of garden

Ask the council is your best bet, you might have permitted development rights removed for some reason.
Council are there to help and should be able to give free advice
