I used to read neowin all the time but it was just so busy it put me off trying to follow it and I've not looked at it for years. Was originally good.

Neowin is still good, use the site on a daily basis.
OcUK is ok, but find it a bit boring.

Engadget love a bit of Apple, it's like Lifehacker. Gizmodo is a bit less Apple bias although The Register is my usual daily read for tech. As Bart said though, these are more tech news sites/blogs rather than forums.

Not forums but when I get stuck on something programming related for example I go on Stack Overflow. Think they got other sites for other topics too.

Also http://www.theverge.com/ is a good read
EDIT: Engadget is proper bias for Apple, pisses me off but it's OK if you want to know about the latest tech.
