Does anyone know if there is still a way of setting one up?

I know iCloud.com has replaced it.

No, could last year if you put your details down as Aus/New Zealand. Registration has gone now, its @icloud.com

But followed the instructions in the link and its worked.

Granted it they redirect to icloud mailbox but the address works.
