Is it ok to rub down the colour (in this case arden blue) with rubbing compound before applying the lacquer, or is it better to use fine wet&dry ?

You'll have to take care as any scratches at this stage will be magnified by the lacquer.

I'd just go over it with a tack cloth then put the lacquer on myself but, if there are imperfections you need to remove, then take care. A mild cutting compound like T-Cut for metallic finishes would be worth a try but wash down afterwards with warm water/detergent then plain water then, once dry, go over with white spirit and clean cloths to make sure it's clean. If you want to sand the surface use wet or dry paper wet with warm water/soap but use no grade coarser than 1200 and the minimum amount of sanding you can get away with. Again make sure you clean down well before applying the lacquer.

Best of luck.
