1405 (according to your flash code is Exhaust Gas Re-circulation (EGR) valve

10 equals 0, 10 continuous flashes is equal to 0 look at the link and scroll down

EGR has nothing to do with the power difference between the C16 and X16XE's as it shuts off at WOT anyways.
It only works during in light throttle anyways. It only really draws exhaust gas out of port 4, so isn't massively effective anyways. Blanking it off it easy enough, but simpley unplugging it produces fualt codes. blank it, clean it and it won't get dirty and won't cause issues.
Power on the C16 can be down to
inlet port design
CR
cam
management system.

you need to make sure the valve can open and close still!
