It'll be slow if you're serving from your upload though. Personally I would upload it to hosting, what is the problem with Vag?
Can you not RAR and split it if it's file size?

Yeah but they might be happier waiting to start it and then pulling it fairly quick than getting it straight away but slower.
Make sure you have a server that supports resume as well. Not sure if IIS does. Serv-U does I think.

You can upload huuuge files and it send an email to the recipient and they can download it form there.

WinRAR will split up files.
I've split a 20GB up before to fit onto DVDs.

Ive done it before, sent a 400MB ISO over t'internet to some1 by setting up apachie and forwarding my DNS address to it
Just leave it going overnight with the reciever on a download manager to reconnect if connection dropped.
