well "the new iPad" isnt its actual name. its name is iPad but referred to as the new iPad, because, well its the new one.
so the next new iphone will be "the new iPhone"

The best (and only) logic behind calling it iPhone 5 is that people expect it to be called iPhone 5...
That's not me being upset, angry or mad, that's just an observation. If Apple decide to call it iTurd or Samsung release the new Galaxy S5 they're by all means free to do so, I'll just question the logic behind that as well.

They don't have numbers for any other products they sell (software excluded).
The only two exceptions were iPhone and iPad (possibly Apple TV, don't recall) and only the iPhone remains. They'll quit the numbering to fit with the rest of their product line and in the process unofficially dub the coming phone the iPhone 5...

Apple's naming conventions haven't always followed the generation of the products; it's simple as that. If that's too difficult of a concept to grasp, then as my French-Canadian uni lecturer use to say, "I feel sorry for you!".

the only ones named after the generation are the 4 which is the 4th, and the ipad 2 which is the 2nd. if the ipad 2 was the 3rd gen ipad abnd the 4 was the 5th iphone then id believe the 6th phone (with iOS 6) will be named the 5.
at no point have they numbered a generation with a completely different number.

If they did go a head and call it the iphone 5, i would imagine those who care about the number will tell people they have the 6th iphone just in case they come across another weirdo who may assume they have the 4s.
