At the beginning you create your character and if you decide to create a custom class you choose 7 Major skills for him/her. These form the basis of what class your character is.
To level up you simply improve these skills. This could be blocking an attack or simply using a bladed weapon or firing a bow.
The other skills are minor skills and don't count to levelling up. This doesn't mean you cant improve them though. I like to fire the odd fire or frost spell now and then and my Destruction skill is quite high.
So really you can form any kind of character you want, it all depends on how you play the game.

I need some stronger spells but dont have the magicka to cast them 
Best spell I have is a flare spell that does 3 points of damage for 5 seconds.

Although at the moment I'm simply running around in a black robe. Heavy armor doesnt really suit thieves.
I did a good quest last night for the Thieves guild, I had to steal a journal from someone but another thief beat me to it... I followed her back to her house and then waited until she went to the inn for something to drink/eat. Picked her lock, then a chest by her bed and took the journal back
I stored it safely in my home until midnight and then took it to the secret meeting at 1am. Job done she wasn't pleased with me though.
