You really would be wasting your time writing to them. I'm sure a lot of people write, and all they will do is stack them in a pile or straight in the bin.

Dear Sir/Madam,
I write with reference to the internet service that you are currently providing. I am experience nothing but poor service and i am NOT receiving what was offered to me upon taking up the contract.
Your service is lacking so severely that it is costing me financially in aiding my internet based business and is losing me money from potential customers. As a result of this i am wishing to cancel my contract as of now and would respectfully request you do this immediately or i shall be seeking further advice on this matter.

well in essence your paying for something which is clearly not upto standard so your well within your rights to complain. Just make up that your income is based on your internet connection and that you need RELIABLE internet or you will start charing them for any potential loss of earnings

don't write a letter, will get you no where
get on the phone, get your dad to give you permission to speak, cos you know about computers, thats what i did
then get telling them how crap the service is, if you feel like you are getting no where, ask for the manager, if they refuse, demand the manager, if they say they'll ring you back, say no, ill wait, then, calm down with the manager, try and get somewhere, if not doing, go higher up again, then threaten with trading standards,
demand they cancel your contract, with no charge, keep demanding, saying you've had enough with the crap service, keep at it, it will get you somewhere
then ring virgin, and if it works, say i referred you

IIRC Speedtest is highly dependant on the amount of people logged onto the server and your distance from it. I dont doubt there will be something stated in the terms and conditions of sale from your ISP to verify that
