It looks like the "Windows Installer" program has erm... not installed itself properly on your PC hence why it can't install your webcam software correctly.

Download Windows Installer from here, install it and then you should be able to install your webcam software:

PS. the MSI.DLL file is to do with the Windows Installer (which is part of Windows 2000/XP etc.), as the file is missing, you will need to reinstall the Windows Installer.
