its good when it works the old soflam - the javlin is meant to do a top attack doing more damage - taking helis out is great with the tank like this

soflam is a laser designator you get through recon class. lets you lock onto heli's or tanks or anything with a heat signiture, then someone with a javelin missile or laser guided tank mounted missile can take out the target with better precision. ( flares dont affect them as they are laser guided )

on a side note - i tried using that sniper rifle and had the same problem as you on the new maps  went back to the sv98

you need to complete the best friends forever asignemnt first: 10 revives and 10 heals, that unlocks Profesional Russian, which you need : 100 assault rifle kills, 20 grenade launcher kills and win 5 games of squad deathmatch

i had a fucking epec game on earlier on one of the new maps, i sniped a chopper pilot from a good few hundred meters away, ever since i had the game i shoot at choppers and today is the first day i actually managed to get one made my day it has
