is ur PS2 an import? If it is it may be outputting an NTSC signal which your TV may not be capable of displaying....

Sounds like MacroVision (or whatever it is). Is it connected through a VCR or something similar?

Try setting the output to composite.
DVD Region Free also claims to sort this.
