Pull handbrake up 4 notches before adjusting the part underneath the cross member, then check that each rear wheel needs considerable force to turn it, then release handbrake and make sure wheels spin freely.

at four notches you shouldnt be able to turn it at all!
Adjust it with the handbrake off
