pointless as will still be a bitmapped image... if they want vector, then you will need to trace it in something like coreldraw ir similiar...

You could trace the bitmap first, probably automatically, but you would probably need to have a few goes at this to get it right, and check the output before its printed.

Illustrator has a fairly good trace feature.
