what the differents between them is one just then pre cat engine and the other not. can all parts be swopped?

no two completely different families of engine.
the 20xe was the precat c20xe, the x20xev wasa muchlater engine although many parts are interchangeable

An X20XEV block with 20XEJ crank, pistons and rods along with a Coscast head is apparently a good way forwards.
You can change most of the parst over. You can actually bolt the bottom end of an X22XEV onto the top end of a C20XE or 20XEJ to make a 2.2 engine, though they don't rev that well so tuning is fairly limited.
