i had 2 12 inch toxic subs but there making weird noises, so think i need some new subs, but stuck for what i should get , any ideas, not looking into speding too much money, oh the amp that will be powering them is a toxic 1600 watt, not sure what rms it is

if you look under the cone they is like a metal tube kind of think in the middle and it looks like its rubbing on something

yep,
they still play music just every now and again makes the craping noise

Could be the voice coil damaged

Set it onto resistance or ohms or whatever it says, disconnect your amp from your sub and measure the resistance accross the terminals.
Compare it with what the manufacturer says the voice coils are (they will either be 1, 2 or 4 ohm coils. If its different from what it says by much then you'll have damaged your coil(s)
