CHMOD is a Unix/Linux command to change user-privs on a file, pretty sure Windows doesn't use the same facility......you'll need to go into the properties for the file, and edit the privs in there. Aside from that, no idea, I've not dealt with Windows at a server-level (thankfully).

Basically, from memory of the installation-instructions of phpBB, all it's asking you to do with the chmod command is give ALL users access to read/write/execute the file(s) in question, during the installation process...
Try going to the next step without doing the Windows-equivalent, it may or may not give you an error relating to the permissions of the file(s) involved.
