if my Tv has an S-Video connection (the one which looks a bit like a ps2 mouse connection  ) is it likely to be an input or or output....or both!

Ok, plugged the cable into the output on the card and into the input on the TV and gone through the different channel setting(E1, E2, E4 and AV) and nothing 
The Gfx card knows the Tv is on the end of it i think because when i go into the display settings i have the option to extent my monitor onto the 2nd screen (the Tv)
Any pointers?

Right click on the desktop and go to 'Properties', then the 'Settings' tab.
Click the 'Advanced' button, then the 'Displays' tab.
From there, you should see a red on/off symbol next to the tv logo. Click that, and it will probably ask you to accept new resolution settings. The picture should now be available through one of the AV inputs on the tv.

I've now got it to output to my TV, but the display quality is shite.
I'm pretty sure it’s down to the resolution. The card I’m using is just an old one I got from work.
Can anyone recommend a card I should buy to get a good quality display on my TV?

It'll be down to the TV as well. Normal televisions don't usually have a high enough resolution to have a brilliant picture quality.

what are you trying to do anyway?
PC output to TV is pointless, its a downgrade, tv input to a PC is good as you can watch tv on your monitor

Tv's are much better for watching standard def content than you monitor, why would you want to give a low res signal to a monitor then stretch it?
S-video is plenty to watch dl avi's.
s-video always takes me ages to set up properly but it depends on what card you have and what drivers etc..
