Does anyone know anything about this technology? I am not 100% sure it's what I'm after or if someone has just been told wrong.
Basically I need one live connected computer with a person working away. A powerful camera pointing at the person using the computer (at there face) and for all of this to be broadcast into 2 screens in another room.
I just want to know if this is the correct terminology for what I want to do?

no, picture in picture is when multiple sources (in there own individual windows) are overlayed on a background source.
Splitting the feed from the camera will allow for it to be displayed on multiple displays - not sure what the propper terminology is called for this though.

What about the technology for showing on another screen what a person is doing eg complete mirror of where mouse is etc?
Anyone?

VNC would do the job for showing exactly what they are doing.
