As said above.
There are all sorts of 'caliper paints' you can buy online but in essence its just as good as Hammerite

Before using the car? If you want the inside of your wheel to be red, yes.

I would apply around 3 coats, at 20-30 minute intervals depending on the weather, and the leave it at least 12 hours til you use it again.

do ya just use wire wool to clean the drums and calipers or wet n dry?

wire brush on drums and sandpaper on calipers then use brake cleaner to get ALL the shit and grime/dirt off,then paint in coats.
