What does Twinport mean

That there is 2 inlet & 2 exhaust valves per cylinder (making it a 16v car)

Nah, plenty of pre-twinport 16v engines;

Its a GM thing re. emissions 'technology'

Using Variable timing and increased EGR or something like that.

It's not another word for 16v, not even close to meaning anything to do with that.

It's got a flap in the inlet manifold that directs exhaust gases back into the engine or something along those lines.

He reckons the non-Twinport engines are better.

when i asked at vauxhall they told me it was basicaly another word for 16v, oviously there must be more to it than that but thats all they said to me

Twinport is a sort of Variable induction system. Opel/Vaux use twinport but other names exist for the same technology such as Porsche's VarioRam. In vaux's case two ports exist with a choke to close one at low rpm hence creating a swirl pattern of air inside the combustion chamber. This improves fuel economy.

Other car manufacturers vary the cross sectional area of the intake manifold tracts to pressurize the air going in.
