I have some Encrypted files on an old cd i made, from a backup of my old hard drive that went tits up. for the life of me i cant remember the password, i have tried all my usual passwords but no luck.
any programs or methods i can try to unlock them???

It depends. What did you use to encrypt them? What encryption method does it use? There's a lot more to it then just 'encrypted files'.
It's like saying, 'How can I steal a car that has some security on it?'
It could be a tiny padlock or it could be in a secure garage with alarms and everything.

i see, i think the program i used to encrypt them was on my old acer laptop, i think this is the program that came with it

i have a dell xps notebook now running xp so the program wont run on here.

if you havent got the passphrase its going to be very hard to get your data back.
