Ive recently fitted a mantzel style powerbox from Flame...
When the car is cold, the revs shoot up to about 1500-1600 and the rev needle wavers a lot, almost like the throttle is being pressed lightly...
Once engine is warm its fine....also when its still cold, if you drive off, when you put the clutch down to change gear, the revs go down to about 2k, then 1.5k then creep to 2 before coming down again.
All the vacuum hoses seem ok, the throttle cable has been checked and adjusted so not too slack or too tight...the Oxy sensor was changed...im thinking perhaps the idle control valve is knackered after we moved the throttle body. We tried to clean the TB when it was removed and used some carb cleaner...wouldnt damage the idle valve? The SAI pump system has been completely removed so I dont beleive its related to this either.
Bit strange. Any ideas would be appreciated.

I would check for air leaks ,then possible replace icv.
