This is the network at work running 'slowly'.
It's (more than one) stupidly fast connection to the building, but 100mb ethernet to the computers so the speed you get on each computer is limited by that, more so when the network is busy like it is at 5pm.
I work for NTL Telewest, so there's no excuse for a slow connection.
