Unless you look at proper old old SIM cards. They are possible to clone.

I'm sure that Orange or O2 used to offer this service some time ago but you had to pay an extra £10/month or something.
I looked into it at the time because I wanted to have a car phone with integral SIM rather than a phone dock etc.. but then bluetooth kits became available and I scrapped the idea

I dont think both phones ring at the same time though... I think one is the primary and the calls divert when that one's off.
