It's most likely impossible to unlock it atm if it's brand new.3.1.3 comes with the new bootloader which the unlock hasn't been released yet. You can tell how old the phone is via the serial number as to which bootloader it has.

John, u can tell which network its locked to by the model number/part number on the box
