Not for someone who dosent know what they are doing. Set it to the wrong setting and it'll pop the fuse/breaker

If you can't work a multimeter you shouldn't be anywhere near the electrics in the first place.

I'm being completely serious, no trolling involved.
It's easy to turn the multimeter to 240v AC and work your way down to 24v AC, if you can't do that it's a bit dangerous doing anything else discussed in here.
