Got virgin in a couple of weeks ago not on the 60mb fibre optic, and when I do the speedtest on speedtest.net it flies up to 50/60 mb for the majority of the test but then when it finishes and moves onto the upload says i'm getting 12mb

How come it says am getting 50/60mb one minute but gives me a score of 12mb overall

Im not sure why this is, could be the way the data is measured.
The same applies to network traffic between PCs and servers; when copying a file to a remote location, if you monitor the speed in windows, it generally starts off a lot higher before settling down to an average speed.

It's download and upload speeds.

Upload is always slower with any Internet provider. Usually a 10:1 ratio, should be with Virgin as well, looks like 5:1 so I wouldn't grumble!

it's not 12mb Upload though thats the download speed when it should be up near 60mb

As I said above I start the speedtest and the dial spins round to 55/60 mb but then tails off stay at about 30mb and when it moves from Download to upload says 12mb
